Recent efforts by legislative officials and public health advocates to reform the US food stamp program, or Supplemental Nutrition Assistance Program, have focused on restricting the types of foods eligible for purchase with SNAP benefits, specifically sugar-sweetened beverages. We argue that it is, in principle, permissible for the US government to enact a SNAP-specific SSB ban prohibiting the purchase of SSBs with SNAP benefits. While the government has a duty to ensure that citizens meet their nutritional needs, since SSBs provide (...) negligible nutrition, it has no obligation to subsidize them. Additionally, there is good reason to think that a SNAP-specific SSB ban would enable the government to better fulfill two other duties—improving citizens’ health and providing public services like Medicaid and Medicare in a more cost-effective manner. Still, because the costs and benefits of such a ban remain uncertain, we argue that the government should conduct well-designed pilot projects to help determine the effects of an SSB ban. (shrink)

Human cooperation is highly unusual. We live in large groups composed mostly of non-relatives. Evolutionists have proposed a number of explanations for this pattern, including cultural group selection and extensions of more general processes such as reciprocity, kin selection, and multi-level selection acting on genes. Evolutionary processes are consilient; they affect several different empirical domains, such as patterns of behavior and the proximal drivers of that behavior. In this target article, we sketch the evidence from five domains that bear on (...) the explanatory adequacy of cultural group selection and competing hypotheses to explain human cooperation. Does cultural transmission constitute an inheritance system that can evolve in a Darwinian fashion? Are the norms that underpin institutions among the cultural traits so transmitted? Do we observe sufficient variation at the level of groups of considerable size for group selection to be a plausible process? Do human groups compete, and do success and failure in competition depend upon cultural variation? Do we observe adaptations for cooperation in humans that most plausibly arose by cultural group selection? If the answer to one of these questions is “no,” then we must look to other hypotheses. We present evidence, including quantitative evidence, that the answer to all of the questions is “yes” and argue that we must take the cultural group selection hypothesis seriously. If culturally transmitted systems of rules that limit individual deviance organize cooperation in human societies, then it is not clear that any extant alternative to cultural group selection can be a complete explanation. Problematic substance use (PSU) among nurses has wide‐ranging adverse implications. A critical integrative literature review was conducted with an emphasis on building knowledge regarding the influence of structural factors within nurses' professional environments on nurses with PSU. Five thematic categories emerged: (i) access, (ii) stress, and (iii) attitudes as contributory factors, (iv) treatment policies for nurses with PSU, and (v) the culture of the nursing profession. Conclusions were that an overemphasis on individual culpability and failing predominates in the literature and (...) that crucial knowledge gaps exist regarding the influence of structural factors on driving and shaping nurses' substance use. This paper examines the effects of a decrease in auditor litigation risk in a setting that isolates a change in auditor litigation risk from changes in auditor reputation. _StoneRidge Investment Partners v. Scientific Atlanta_ is a 2008 U.S. Supreme Court ruling that restricted secondary actor liability in class action suits, resulting in a decrease in class actions that listed auditors as defendants. We document that the _StoneRidge_ decision is associated with a negative CAR for clients of Big 4 auditors and (...) industry specialist auditors, in particular those associated with high-litigation risk, low cash, and past incidences of modified going concern opinions. These findings are consistent with investor perception of lower potential payoffs from secondary defendants in class action suits, in particular auditors, following the _StoneRidge_ decision. We also document that auditors are more (less) likely to accept (reject) risky clients and charge lower audit fees to risky clients after _StoneRidge_, consistent with a decrease in auditor litigation risk that increases auditor risk tolerance. Finally, we provide evidence that audit firms issue fewer going concern opinions following _StoneRidge_, consistent with a decrease in litigation risk leading to lower audit quality_._ Our results are relevant to policy makers as they consider the disciplinary role of litigation on audit markets. A total of 1918 loci, detected by the hybridization of 938 expressed sequence tag unigenes from 26 Triticeae cDNA libraries, were mapped to wheat homoeologous group 4 chromosomes using a set of deletion, ditelosomic, and nulli-tetrasomic lines. The 1918 EST loci were not distributed uniformly among the three group 4 chromosomes; 41, 28, and 31% mapped to chromosomes 4A, 4B, and 4D, respectively. This pattern is in contrast to the cumulative results of EST mapping in all homoeologous groups, as reported (...) elsewhere, that found the highest proportion of loci mapped to the B genome. Sixty-five percent of these 1918 loci mapped to the long arms of homoeologous group 4 chromosomes, while 35% mapped to the short arms. The distal regions of chromosome arms showed higher numbers of loci than the proximal regions, with the exception of 4DL. This study confirmed the complex structure of chromosome 4A that contains two reciprocal translocations and two inversions, previously identified. An additional inversion in the centromeric region of 4A was revealed. A consensus map for homoeologous group 4 was developed from 119 ESTs unique to group 4. Forty-nine percent of these ESTs were found to be homoologous to sequences on rice chromosome 3, 12% had matches with sequences on other rice chromosomes, and 39% had no matches with rice sequences at all. Limited homology was found between wheat ESTs on homoeologous group 4 and the Arabidopsis genome. Forty-two percent of the homoeologous group 4 ESTs could be classified into functional categories on the basis of blastX searches against all protein databases. (shrink)

Isn't it interesting how kids can forget what we taught them yesterday, but months or even years later can remember "Two all beef patties, special sauce, lettuce, cheese, pickles, onions, on a sesame seed bun" or how to spell relief? Wouldn't it be great if they would pay teachers the attention they give commercials?

The objectives of this study were to develop a high-density chromosome bin map of homoeologous group 7 in hexaploid wheat, to identify gene distribution in these chromosomes, and to perform comparative studies of wheat with rice and barley. We mapped 2148 loci from 919 EST clones onto group 7 chromosomes of wheat. In the majority of cases the numbers of loci were significantly lower in the centromeric regions and tended to increase in the distal regions. The level of duplicated loci (...) in this group was 24% with most of these loci being localized toward the distal regions. One hundred nineteen EST probes that hybridized to three fragments and mapped to the three group 7 chromosomes were designated landmark probes and were used to construct a consensus homoeologous group 7 map. An additional 49 probes that mapped to 7AS, 7DS, and the ancestral translocated segment involving 7BS also were designated landmarks. Landmark probe orders and comparative maps of wheat, rice, and barley were produced on the basis of corresponding rice BAC/PAC and genetic markers that mapped on chromosomes 6 and 8 of rice. Identification of landmark ESTs and development of consensus maps may provide a framework of conserved coding regions predating the evolution of wheat genomes. (shrink)

Using a multidisciplinary framework, this article examines the Office of Refugee Resettlement’s (ORR) policy decision to prohibit teens in federal immigration custody from obtaining abortions. As we argue, this appropriation of decisional authority over their reproductive bodies discursively cast them as doubly subversive for first breaching the southern border of the United States and then insisting upon the right to ‘abortion on demand’. Mapping these twinned agendas onto their bodies, these teens were configured as a threat to the racialised national (...) order during the Trump era. Centring our analysis on the much publicised constitutional challenge to ORR’s abortion ban in Garza v. Hargan, we interrogate this policy as a powerful expression of legal duplicity, the spatial and bodily containment of those deemed other, and the privileging of the citizen-foetus over their undocumented mothers. This manuscript has been largely ignored by commentators and editors. (...) Schanz does not quote it, nor does Bekker . Alline is scornful about it. Neither Burnet nor Croiset quotes it—and indeed Burnet claims that it is merely an interpolated apograph of W. Stallbaum seems to be the only editor who quotes it for Apol. New York: Oxford University Press, 1998.An edition of Hume's philosophic writings on rigorous, modern bibliographic principles has long been a scholarly desideratum. Readers in the many fields in which Hume's thought and style have made a profound impression have (...) basically relied on the originals or derivatives of efforts of the Victorian era. One is Hume's Philosophical Works (4 v., London: Longmans, Green & Co., 1874-75), edited by the Oxford dons, T. H. Green and T. H. Grose. Well-known for his idealist philosophy and theory of liberalism, Green contributed introductions to the first and second volumes criticizing Hume from an anti-empirical standpoint. Grose offered a "History of [Hume's] Editions" as an introduction to the third volume, and claimed to have revised Hume's text throughout. This edition has the virtue of comprehensiveness, but is deficient in its offering of variant readings. Later there came from Oxford University Press editions of the Treatise of Human Nature (1888), deemed generally sound, and the two Enquiries (1894), marred by departures from Hume's text, prepared by a prominent civil servant, Sir Lawrence Amherst Selby-Bigge, whose chief contribution was to provide useful analytical indices. An attempt at achieving higher editorial standards was made by P. H. Nidditch, Professor of Philosophy in the University of Sheffield, in a "second" edition of Selby-Bigge's Treatise (1976) and a "third" edition of his text of the Enquiries (1975). Limits were imposed by Oxford University Press, apparently unwilling to make more then small changes in the existing pages. Nidditch announced (Enquiries, 1975, at p.348, n.2) that he had a "fresh" edition in preparation, but he did not live to complete this project.In the event, the challenge to produce a critical edition of Hume's philosophical, political, and literary writings was canvassed at early meetings of the Hume Society formed in 1973. Thereafter, in 1982, a team of general editors was formed by T. L. Beauchamp, D. F. Norton, and M. A. Stewart, determined to organize and finish the task in hand, and Oxford University Press finally conceded it was time to replace Selby-Bigge. With the appearance of Tom Beauchamp's "critical edition" of the second Enquiry (hereafter identified as EPM), published on 4 August 1999, but bearing the date 1998, the long wait for a reliable text, bibliographic apparatus, and ancillary scholarship, worthy of Hume, must be declared over.If we grant that it is appropriate to introduce the new Clarendon Edition of the Works of David Hume with the piece he deemed "best," it must also be asked why he made this judgment. Philosophers have generally held that his Treatise of Human Nature (1739-40) is the most profound and searching statement of his epistemological and moral thought, but its seeming lack of immediate success with readers made Hume dissatisfied with it. Such were his negative feelings, coupled with irritation at attacks on him focused on this "juvenile" work, that he partially repudiated the Treatise at the end of his life. He wrote an "Advertisement" to this effect, and it was inserted as a preface to the authoritative and posthumous 1777 edition of his Essays and Treatises. This study investigated the roles of problem structure and strategy use in problem encoding. Fourth‐grade students solved and explained a set of typical addition problems (e.g., 5 + 4 + 9 + 5 = _) and mathematical equivalence problems (e.g., 4 + 3 + 6 = 4 + _ or 6 + 4 + 5 = _ + 5). Next, they completed an encoding task in which they reconstructed addition and equivalence problems after viewing each for 5 s. Equivalence problems (...) of the form 4 + 3 + 6 = 4 + _ overlap with a perceptual pattern found in traditional arithmetic problems (i.e., answer blank in final position), and students' encoding was poorest on problems of this type. Individual differences in encoding the equivalence problems were related to variations in strategy use. Some students solved blank‐final equivalence problems using the standard arithmetic strategy of performing all given operations on all given numbers. These students made more errors in encoding problem structure, but fewer errors in encoding the numbers, than did students who solved the problems using correct or other incorrect strategies. Moreover, students who expressed many strategies for solving the blank‐final equivalence problems made fewer errors in encoding problem structure, but more errors in encoding the numbers, than did students who expressed only a single strategy. Results highlight that encoding is intended to guide action and that prior experience can simultaneously facilitate and interfere with accurate encoding. (shrink)

This paper argues that “backstage” gallows humor among clinical mentors not only affects medical students’ perceptions of what it means to be a doctor but is also symptomatic and indicative of a much larger problem in medicine—namely, the failure to attend fully to the complexity and profundity of the lived experiences of illness, suffering, and death. Reorienting the discourse surrounding gallows humor away from whether or in what context it is acceptable and toward the reasons why doctors feel the need (...) to use such humor in the first place addresses this issue in a more illuminating way. We examined the management of completed advance directives including why participants completed a document, what procedures and values they chose, with whom they held end-of-life conversations, and where they stored their document. Participants elected to complete a SurveyMonkey survey that was made available to individuals who wrote an advance directive through Texas-LivingWill.org; 491 individuals elected to fill out the survey, aged 19 to 94 years. The survey asked multiple questions about why participants completed an advance directive, where they would store (...) it, and with whom they had conversations about their end-oflife wishes. A list of procedures and values allowed participants to indicate what they refused or requested in their advance directive. Advance directives are most often completed to allow patients to prepare and control the healthcare they wish to receive when dying. One-half to two-thirds of individuals refuse common end-of-life medical procedures, and the rest request the procedures. We found a correlation between the choice to refuse or request a procedure and the age of the participant. Participants reported that their end-of-life conversations most often occurred with their spouse. Respondents often reported that their advance directive was stored with their physician and power of attorney for healthcare, conversations with those individuals rarely happened. Advance directives document patients’ requests for and refusals of end-of-life care. Physicians and surrogates need to be better educated so that the documents are part of a meaningful conversation with the patient. Because patients’ choices change over their lifespan, these documents need to be revisited regularly and not completed as a onetime event. (shrink)

In describing the foundations of our pedagogical approaches to service-learning, we seek to go beyond the navel-gazing—at times, paralyzing—paradoxes of neoliberal forces, which can do “good” for students and their communities, yet which also call students into further calculative frameworks for understanding the “value” of pre-health humanities education and social engagement. We discuss methods to create quiet forms of subversion that call for a moral imagination in extending an ethics of care to students as well as to the communities with (...) which they engage. While we recognize the partiality and limitations of our attempts, framing mentored service-learning in unexpected ways can help students and practitioners to understand their role within broader social, historical, cultural, and emotional contexts and encourage them to act intentionally toward the communities they seek to serve in response to this new self-knowledge. To that end, we outline an academically rigorous service-learning intervention at one of our universities. (shrink)

Samuel H. LiPuma and Joseph P. DeMarco argue for a positive right to continuous sedation until death (CSD) for any patient with a life expectancy less than six months. They reject any requirement of proportionality. Their proposed guideline makes CSD an option for a decisional adult patient with an appropriate terminal diagnosis regardless of whether suffering (physical or existential) is present. This guideline purports to “empower” the patient with the ability to control the timing and manner of her death. This (...) extends even to the option to “opt out” of the awareness and experience of dying and to avoid suffering altogether, even if one’s symptoms and suffering could be effectively treated.We respond first with a critique of their terminology. We then turn to some purely practical considerations of how this guideline might be enacted in the current atmosphere of American hospice and palliative care medicine. We close with a consideration of one philosophical concern that might ground the discussion of risks, benefits, and alternatives necessary for informed consent. (shrink)

Proving academic plagiarism is difficult. This volume borrows principles from textual criticism to illustrate new techniques for demonstrating plagiarism. These techniques can be used to persuade others—colleagues, editors, publishers, and research integrity committees—when academic plagiarism has been committed.

Purpose: Constructivism postulates that the perceived reality is a complex construct formed during development. Depending on the particular school, these inner constructs take on different forms and structures and affect cognition in different ways. The purpose of this article is to address the questions of how and, even more importantly, why we form such inner constructs. Approach: This article proposes that brain development is controlled by an inherent anticipatory drive, which biases learning towards the formation of forward predictive structures and (...) inverse goal-oriented control structures. This drive, in combination with increasingly complex environmental interactions during cognitive development, enforces the structuring of our conscious self, which is embedded in a constructed inner reality. Essentially, the following questions are addressed: Which basic mechanisms lead us to the construction of inner realities? How are these emergent inner realities structured? How is the self represented within the inner realities? And consequently, which cognitive structures constitute the media for conscious thought and selfconsciousness? Findings: Due to the anticipatory drive, representations in the brain shape themselves predominantly purposefully or intentionally. Taking a developmental, evolutionary perspective, we show how the brain is forced to develop progressively complex and abstract representations of the self embedded in the constructed inner realities. These self representations can evoke different stages of self-consciousness. Implications: The anticipatory drive shapes brain structures and cognition during the development of progressively more complex, competent, and flexible goal-oriented bodyenvironment interactions. Self-consciousness develops because increasingly abstract, individualizing self representations are necessary to realize these progressively more challenging environmental interactions. (shrink)
